No, not Severa in Fates.
Unfortunately, the first of Grado's Generals is simply a mage with a siege tome. The surrounding terrain and enemies can make it difficult to approach before she uses up her Bolting, but other than that she's really nothing special.
Oh well. At least Powerful Foe is a good theme.
