You need Starlight to even damage Gharnef. If you do not have Starlight, you can still finish the map, but you won't get Falchion. With Starlight, he's a pushover.

To get Starlight, visit the village in CH21 with Minerva, then visit it with Marth. This will also recruit Michalis after the chapter.

And I totally forgot that the Magestone gives Tiki total magic immunity. Not that it really mattered.
