Good ol' Masamune initiative. Berserk it with a mix, because that 95% magic evasion ensures casting the spell isn't worth it. For extra safety, use Dark Cannon (Blitzshot + Ash; Apanda always drops the latter) for a flat 75% chance of blinding it.

(Honestly not difficult once you get around the Tidal Wave noob trap. Unless you're playing a challenge where such is impossible or otherwise impractical.)
