Aqua Breath in Final Fantasy IX does fractional damage but is also Water-elemental. Against normal non-boss enemy with no resistances/weaknesses it will do 25% of their max HP as Water damage. With Elem-ATK equipment on Quina, it will do 25% + half of that as Water damage (25% + 12.5% truncated = 37%). Against an enemy that is weak to Water, with Elem-ATK equipment, Aqua Breath does (25% + half of that) + half of that as damage, which is over half the enemy's health. (37% + 18.5% truncated = 55%)
Aqua Breath has poor base accuracy though, kweh! I am only hitting every time for being in the endgame and fighting enemies with much lower level than Quina's.
