Later in the chapter after the initial collapse you'll reach the beginning of Section H Sun Lamp 3 area find the ladder leading down to a fight then afterwards bring the crane all the way down for the MP Up Materia then up a bit more to cross over to get the Elemental Materia and Collapsed Passageway Discovery complete.
