Final Fantasy 7 Rebirth Tonberry King Boss Fight on Normal difficulty. Final Fantasy 7 Rebirth The Saga of the Seaside Inn Quest Walkthrough and Classified Intel: Heavy Lies the Crown. You can fight the Tonberry King in the Saga of the Seaside Inn quest in Chapter 7, but first you'll need the buggy to cross the river. To unlocked the Classified Intel, you'll need to visit the Expedition Intel 5: Stonebowl Lifespring (you might also need to complete the others). Then Chadley will chime in and reveal the location nearby.

Tips for how to beat the Tonberry King:
Tonberry King can do instant kill moves, and slow and stun. For your main attacker, you'll greatly benefit from the Safety Bit accessory, which prevents Instant Death. You can find this in the mine cart section that leads to North Corel settlement. Where the train tracks split into two, take the right, lower path, and there is an area with a chest which has it. The other two members of your group can equip Protective Boots, which you can transmutate. These boots help with Slow and Stop.
Tonberry King will typically begin the fight trying to shank your main, and will fail because of the equipped Safety Bit. Immediately, you should deal great damage to knock the Crown off it's head. You can still get the crown without doing this, by just defeating him normal-style, but it will be a Marred Crown (not Pristine). I don't know if it makes any difference.
You'll not likely stagger Tonberry King unless the fight goes on too long. So in that case, Tifa is the strongest attacker and most agile, who can avoid attacks. If you choose Yuffie to steal the crown, she'll say a special line after Tonberry King's defeat. Cloud is here just to heal the group.
If you don't have the Safety Bit, you'll have to keep your main attacker at a distance, so you'll probably want to use Yuffie to throw her Shuriken. Also, Yuffie's Brumal Form can probably cause Tonberry King to fail his knife attacks.
