Patch 7.4: Plenary Indulgence now also grants 10% of mitigation for the duration, making this skill a million times more useful in both casual and high end contexts. Glare and Misery got potency boosts. More extreme a change is the changes to Lilies themselves. You start every duty with a Blood Lily and Three Lilies. As a result, we can do a double Blood Lily Opener. Whether or not you should is another matter, but regardless we can now use a Misery in our opener, not just bursts.
