This guy was pretty annoying due to the fixed camera position but simply figuring out the controls helped a bunch. For the special move on PC, I found it trigged with ALT plus middle mouse button. Speed up to break the wheels and break fully to avoid the flamethrowers. Every stagger keeps building the percentage and so after the second round this machine will start breaking down fast.
