We discuss the modeling of photoelectric charge control devices for free falling test-masses in gravitational reference sensors. These devices use ultraviolet light for generating controlled electron flows to and from the test-masses in order to maintain them neutral. For accurately predicting the photo-electrons dynamics we propose a dedicated toolkit, that provides a comprehensive model of the photon interaction with the surfaces and of the photo-electron production and propagation in the electric fields surrounding the test-masses. In this work, we show that the model-predicted performance of the charge control devices agrees with the experimental data provided by an on-ground experimental setup. In particular, the setup is representative of the laser interferometer space antenna, LISA, experiment. The modelling toolkit will be a valuable asset for the development of the charge management system of LISA, aiding the design, supporting the on-ground experimental testing and studying the performance over different control strategies.
