Track a quest that has the 'location' as the area you want to travel to (Slums to travel TO Slums, Old Town to travel TO Old Town etc.) and resume the game. Re-open the menu a few seconds later and then quit to the main menu. Click 'Continue' and you'll spawn at the point of your last checkpoint for that quest.
If you haven't actually started the quest but have received it then you will most likely spawn close to the area that you received it from. In the case of the Tower in Slums that is a useful hub area. In addition to side quests you can also track main quests, quarantine zones, and challenges which have a similar effect.
