The sniper perk adds a 15% chance for enemies to be paralyzed when hit with a scoped weapon. A combat shotgun can be scoped and fires 8 pellets. That almost guarantees the perk will activate. If you get an explosive one, the enemies will be blown away by each shot, sometimes even into the sky.
