This is an overhead racing game for the PC Engine. There are a few of these games. This particular one you control the direction you want to move in with the d-pad (go up, hit up, go left hit left, go down, hit down) which is in contrast to F1 Circus which you can only control left and right maneuvering while always moving up. I prefer F1 Circus.
