John MacArthur says yes, and no. John Piper says no, and yes. James White emphatically says yes, except when he says no. Nicholas Whitmire says yes and no. CJ says yes and no. Chris Date says YES and SO WHAT!!?? I will try to examine all these claims, but first we'll see from scripture that God is EMPHATICALLY not the author of evil. Is disagreement with Calvinism RESENTMENT for the PURITY of Gods grace? They hate God's command to HUMBLE YOURSELF and want to add irresistible grace (or in Nicholas' case, inevitable grace - unless he's changed it again). They want to blame God for it people believe or not and they turn Him into a psychopathic sadist who decides most cannot believe ("because they don't want to because God has determined that") and then He will torture them for eternity because they did not believe. Oh, that's right, they hate the doctrine of eternal torment taught in scripture and believe in annihilationism because it makes their view too obviously wrong.
