Ice Spear starts in Path of Exile Royale are tough because at close distance your Ice Spear is stuck in first form, thus, your damage is really low. However, after Ice Spear travels a short distance and transforms into second form they receive the following mods:

Second form has 400 % increased Critical Strike Chance
Second form has 150 % more Projectile Speed
Second form has + (30–39) % to Critical Strike Multiplier

This is why you can often snipe people or the mobs they are fighting from afar. As, you'll notice a common strategy is to take your starting gem and push into the inner map, killing mobs or looking for chests & hoards to set yourself up for a Level 4 Royale Gem. If you want to use this strategy I recommend learning how to adapt to a variety of Level 4 Gems that could possibly drop.

I was quite fortunate getting that Creeping Frost drop there, not sure what I would've played otherwise! Additionally, we go LMP + Extra Projectiles on tree to get huge area coverage to slow players down and multiple projectile overlap damage for big damage bursts.
