What kind of society neglects its own children? Surely it is one that has given up. That has decided somewhere in the deepest recesses of it's collective mind that it has already failed and should just eek out its declining days. Such a society looks at the clear signs of it's decay and failure with a sort of resigned, fatalistic calm.
