Derry Township police charged former Steelton Borough Council President Brian Proctor, 48, with misdemeanor harassment following a May 8 incident during which police say Proctor verbally threatened Dauphin County Commissioner Justin Douglas.

Proctor and Douglas appeared in court for Proctor's preliminary hearing on July 14, 2026.
