Focus is on not letting the various explosive items on the mission go off (tanker, gas tank, fork lift, heavy machinery), especially the tanker due to the amount of fire it creates. I failed to protect the machinery though. The gas tank can be secured by extinguishing the fuel spill near it. Use the two overhead traffic lights as a marker amid all the smoke. I also used the Thermal View Tool (H) to confirm the tanker is safe.

I let the AI turn off the electricity so I could focus on the fire. Midway after extinguishing the fuel spills, I swapped from foam to water, as the water cannon + water combo, penetrates walls / obstacles better. Lastly, while in the aerial monitor, we can command AI to fight fires that we cannot reach (bad angle for us). They did it in mere seconds while I spent way more time on it.
