Definitely my favourite part of the city from the pre-production build, aka the October 2008 prototype of Driver San Francisco! I think it's because you're free to drive in large areas, unlike the final build, which won't even let you see places like this!

Thanks to @snoopiiii for the No HUD & Spawn Point mods. I was able to explore the hills by driving through them, and notice the weird suspension when you hit the ground! At the end of the video you can also see the "Hills" level according to the build, which could be some kind of Life Event ("Challenge"), but it's hard to be sure!
