Reisen/Udonge + Eirin (Lingering Summer Heat) on hard difficulty. The main thing is that every 4 turns they nuke you with high physical damage, which Reimu must prevent. Since both of them attack, just using Nitori commander bomb isn't quite enough. However the permanent statuses must be dealt with - Akyuu bomb is convenient to remedy this, as is Reimu with points in healing.
I suppose that Alice would make this a lot more straightforward, but I never recruited her early.
