This video shows how to make an Enderman Farm on the main End Island that still generates 60,000xp per hour. You can build this without ever going out over the Void, so there is no risk of falling into the Void and losing all of your items. Despite being on the main End Island you still generate the maximum amount of xp you can generate with an Enderman farm. You can go from 0-30 levels in about a minute and a half.
This design/build still allows you to transform the main End Island however you would like without affecting the rates (or needing to account for this farm in your design or building around it), provided however that if you build so high as to come within 128 blocks of the spot you stand to kill the Enderman you need to make sure any of those blocks are non-spawnable and/or have a sufficient light level.
Building instructions: In case it was not clear, this build is centered on the Endermite. The 61x61 square means you go 30 blocks out in each direction from that center square. The 33x33 internal square means you go 16 blocks out from that center square in each direction. The materials noted for that larger square anticipate/calculate that you will be filling in that center square area with the other materials. If you don't have or don't want to place the glass, you can fill in the whole area with whichever block you want (just make sure the block is spawnable for the outside square).
