This is the EGA cube, with the full 64-colour EGA palette. On a real EGA card this is not possible in 320x200. It only has the 16 CGA colours there. The full 64-colour palette can only be used in 640x350 mode. But on a VGA card, the EGA palette is remapped onto the first 64 entries of the VGA palette. So you can overwrite these colours to change them back from the limited CGA set to the full EGA set.
Or, you could even use proper VGA colours, which are not available on EGA at all.
In fact, some early PC demos, such as Vicky by The Space Pigs and Crystal Dream I/II by Triton use this trick. This gives them nice and smooth VGA colours (although limited to 16 on screen at a time), while being able to render faster than in VGA mode, and getting free transparency ('glenz') effects.
