Apparently, the children from the original Sims were meant to be more self-sufficient than they usually are. Only works with the Toaster Oven object — the stoves are never meant to be touched by children! "Scrapped" as in: there are half-complete animations and commands remnant of the kids' unused ability to cook, meaning that it was observed a significant effort, towards the Sims team, to put it into the final game, although it wasn't! SimAntics is a CISC bytecode language which powers the objects in The Sims and The Sims Online.
