You want to aim for the 4th damage frame to pull hookshot but, if you overbuffer to the 5th damage frame without pausing on the 4th damage frame it should work as well most of the time. The 6th and 7th damage frame can work too but are more inconsistent.
Note That you cannot do this trick unbuffered you must buffer the frame you pull hookshot due to how Ice works.

edit: I notice that my 1st 1st does not do a slash, doing a slash helps make some things more consistent but does not really matter for 1st 1st. Sorry for the mistake
