I have designed a new super easy guardian farm with XP-option. It requires NO draining and NO portals. It IS a butt ugly tower-farm, but that's the only way I could make it work. Sometimes you have to compromise :-)

UPSIDE: Very easy and cheap to build. I build it on a server and including killing the Elderguardians, collecting resources like sand, smelting it to glas (that is so not necessary) getting soulsand in the Nether and so on it took just short of 5 hours. And I had a hangover that day.

DOWNSIDE: It's ugly. I'm not a fan of huge tower-farms, but it is what it is. (if you wan't a farm with less of an impact on the landscabe go check out my Guardian Nano Farm).

RATES:
DROPPINGS: Two double chest pr. hour AFK. More with Looting.
XP: 0-30 levels in 3-4 minutes.
