Much like Stolen Valley, Freight Frenzy’s level layout was locked in pretty early on; in fact, it was the first “finalized” level to be released publicly in the form of the 2020 Christmas demo. There was a pretty big crunch to get the stage done in time for that, and you can probably see why, as while the core layout and environment is all here in this version, it’s only a barely-playable skeleton, just a month before that release was due.
Aside from this build, there’s another version from early 2020 that had a completely different layout, but I don’t have the footage or full stage files from it anymore. Basically, the big differences with that one were a much bigger emphasis on 3D platforming, and the trains were only a mid-stage setpiece instead of the whole gimmick. It felt pretty bland layout-wise, along with not functioning well with Forces controls, leading to it being replaced by the final version.
