As soon as you start Chapter II you can get some free weapons for Arthur. If you complete Hosea Bear Mission you can get the rolling block rifle early, also from a hanging in Valentine or from Sean rescue mission you can get the bolt action rifle. You can also glitch and max life and deadeye if you want.
