Here's where you can find Dawud a Gun in Dying Light. It seems after a while a gun will appear in the inventory for you to purchase from the Tower (safehouse) but it's $6,000+. Instead you can find some guns in the back of police vehicles. In this video you can see the location of a police car and it has two guns in the trunk. Locking picking is medium skill so if you're not good make sure you craft enough lock picks. After getting both guns head back to the tower and talk to Dawud to give him the gun and continue the quest. It's never seems to be enough for these people...
