I travelled from Dubai to Abu Dhabi without a car to meet my mate who was transiting from India to UK via Abu Dhabi. His flight was delayed so I went to meet him and we messed around in his hotel room.
The journey is actually pretty easy to do without a car, but it would be quicker with one. You take the metro from any red line station to Ibn Battuta and then take the bus.
