I did this using an early and later version of psxfin and save states
Step 1: Load a game that you want to change the sound effects of into an early version of psxfin (I used v1.1)
Step 2: Export a save state during gameplay
Step 3: Load the same game into a later version of psxfin (I used v1.12)
Step 4: Load any save state from a different game (the sound effects from this save state will become the sound
effects of the game that you have loaded)
Step 5: Load the save state that you saved using the early version of psxfin.
