Evil Sir Leopold doesn't use Wave of Ice, but he can knock characters off their feet, dealing 250+ damage with Critical Hits and use cool breath with does 100+ damage to everybody. However at this point in the game, you have access to almost all end game weapons and armor as well as all the best abilities if you've maxxed out your skills. Not to mention all the ingredients necessary to craft the Timbrel of Tension, which raises the tension of everyone by one level and has unlimited use.
