Both strats are practically the same for a VK run, however, it is much easier too set up a final neutral bone on phase 3 than to follow the eye with 3 bones. Neutral bone would, undoubtedly, be fastest for Magician because of less card switching.
Here are some comparisons to see which strats save time. No extreme frame advancing was used because the idea was to see the difference between them under human conditions. If a strat comes down to a few frames then it's probably best to do whichever is comfortable because human error would make it impossible to gauge which one is fastest. Each video ends at the exact same reference frame (door closing/opening as an example).
