Oh boy, 2.4! Checkpoints! Amps! EXP! Ring Bail (also known as Sir Not-Appearing-In-Time-Attack)! New items! New character! Track changes! Time Attack changes! So much here!
But we have also lost some things. Nine of the Twelve Crazy Laps of Death Egg are no longer with us.
I mean, the track is still the same length, but now it's only three laps with checkpoints instead of twelve "laps" that were really just three laps of four segments each.
What does all this mean for SPB Attack? Well, actually quite a bit. No more rolling the roulette to get the Super Ring item to restock. Instead, all item boxes are gone and you get your ring refills at checkpoints. Now you don't need to feel like you need to hold onto your rings as much and can use them more liberally which is nice. Makes things much easier.
...Maybe too easy?
Also, one of the odd things is that all the sprint courses are now just a single lap which means Heavy Magician is only ever one character on them. This means the only difference between using her and whoever she rolls for the track is just the brief period of time between the start and when you cross the starting line. It's... whatever, I guess, but I'll really miss her gimmick being used on those tracks in particular, as, sometimes certain stats are better at different parts of those tracks. Last I checked, she's actually the best character to use in Las Vegas Time Attack in 2.3 for that very reason.

Eh, Cecils nothing special. I tended to use Dark Knight more than Palidin, which was the exact opposite of my first playthrough of the first Dissidia.")
