In 2010, the Pipeline & Hazardous Materials Safety Administration (PHMSA) published a rule modifying the security requirements for the commercial transportation of some hazardous materials. This rule requires shippers and carriers of certain types and quantities of hazardous materials to implement a Hazardous Materials Safety and Security Plan (a.k.a. "Security Plan") and provide additional security training to employees. Among other things, they must ensure subject hazmat packages and containers are properly closed and secured, select routes that will minimize damage to or from hazardous materials, conduct background investigations on new employees, confirm the adequacy of carrier Security Plans, and integrate all aspects of the security rule into their normal business activities.
