Yes, I used the /give command to simulate this lucky event:
- Hope for all 3 blacksmith chest to have a total of 16 obsidian
In 1.14+ you can have more than 1 Blacksmith and the loot is completely randomized every time, so its possible to get 16+ obsidian if you are lucky enough
