Adverse winds to Sydney and the tremendous detour that it is to call in Sydney means foreign boats with three month visa cannot reach the Torres Straight before their visa runs out. Over half the sailing yachts that call in Tahiti don't reach Australia. Over half the boats that reach Australia do not call in any common Indian Ocean ports such as Mauritius, Reunion, or Cape Town, South Africa. Indeed, probably most Pacific Puddle Jump boats calling in Sydney sell their yachts in Australia.
