Does Acts 17:23 imply that people who never hear the gospel will be judged differently?

Greg Koukl and Amy Hall explain that Paul’s message about the “unknown god” does not suggest people can be saved through sincere but ignorant worship. Paul corrected the Athenians’ false beliefs and called them to repent and believe in the risen Jesus. Everyone needs the gospel, because forgiveness is an act of God’s grace, not something he owes us.
