Arguing the affirmative is Douglas Macgregor, Ph.D., Colonel (Ret) US Army and Former Senior Advisor to the Secretary of Defense. Arguing the negative is Hal Brands, Ph.D., Henry Kissinger Distinguished Professor of Global Affairs at the Johns Hopkins School of Advanced International Studies. Moderator is Carine Hajjar, Opinion Journalist and Editorial Board Member at The Washington Post; Steamboat Institute Fellow.
