You should always key the surface of the tiles with sandpaper before painting. Clean the tiles with warm soapy water or sugar soap then you can paint directly onto your tiles. If you want to be extra sure your paint will stick to your tiles use Zinsser BIN Primer and allow it to fully dry before painting.
