In this video, I go through my testing process and compare it between player ships, Normal and Elite Borg ships, and even other factions.

Short answer: No, nothing has drain resist besides players. Also it is critical to note that taking power levels to zero does NOT take that subsystem offline. A ship at 0 power can still fire weapons, has shields up, can move - but at reduced strength. However I'm all ears if anyone thinks my testing is flawed or if I missed something.
