One of the original missions in the game is called Mayor's "Shorts" in which you have to find a purple pair of shorts, they're special. As you can probably guess this is a bit of a joke at how in MMORPGs the top gear is purple. Anyway the place where they are, are awkward. Suffice to say the underwear of Mayor Lewis is showing up in a very scandalous location.
Getting to them is easier said than done, you will need to hit Three Hearts with Marne. Marne loves eggs and milk and also loves when you do missions for her. Once you hit three hearts you can go into her room and get the underwear.
