I suppose this one's a bit late, but here's one way to get into the Halphus Electus boss arena post patch.
At some point, they fixed up several of the old holes, and added a giant kill barrier above the boss arena. Pretty sure we have other ways to get in, but Storm's Edge makes it rather easy. Combined with some default spawn manipulation and you can just spawn inside of the land tank. It's a fairly easy route, although it's very easy to die to the Halphus Electus load, so easier with a buddy to hub IRB in. Dying to that load so much directly led to the discovery of IRB, so it's a special place for me.
