Can you decode this message from Aliens? Where SETI has so far failed, I have succeeded! We need to know the contents of this message from another world.

All you will need is notepad.exe or similar and some thought but there is nothing to stop you using other tools/methods if you wish.

Step 1: Manipulate the message so you can see it
Step 2: Establish the format for this and future messages
Step 3: Decode the meaning of the message and deduce one thing about the aliens
