80s arcade shooter action game developed by Seibu Kaihatsu the creators of the Raiden shoot em up games. You have to shoot all enemies in a stage for the boss to apear, there are additional weapons like Tommy guns and sawed off shotguns to use but they have limited ammo.
This is the arcade version but the game was also ported to the SEGA master system.

In New York City in 1931, near the end of Prohibition, the criminal investigator George Phenix has recently put the powerful criminal kingpin Robert King behind bars. While on vacation in Italy, King's mobsters kidnap Jane, Phenix's girlfriend. Phenix must fight the mob and rescue Jane.
