For four minutes, Jamie Gregorian looked out the window of his Northeast, D.C. home and waited for a 911 dispatcher to pick up his call. He said he had just witnessed a shooting and wanted to get some help, but instead, he was put on hold.

"About 10 times, I got sort of the, 'Please don't hang up. All of our takers are actively taking other calls,'" Gregorian explained to 7News Reporter Lianna Golden.
