The leader of the Eldar is Farseer Idranel. The Eldar unlike other factions do not have any homeworld. Often they will refer to the "Craftworld" but this isn't actually a planet. Craftworld class ships populate the entire Eldar people and are stealthed and and moving through the galaxy. When an Eldar strikes due to their low population they make sure to do so with a specific goal of keeping their craftworlds safe. Often this means looking at a bigger picture and wiping out a larger threat that will effect them, but also others.
Farseer Idranel is not a villain, but is also not a hero. She is willing to destroy entire races in order to preserve her own, sentient peaceful races. If it was just the orks no one would care, but she takes humanity with it.
