Best area is South End, graveyard...the ogre that summons the 4 grunt demons over and over again, they are easy to dodge. Just run around outside of the church across from the graveyard and let them accumulate.
But honestly if you play New Game Plus with {Armageddon Mode) you will most likely use your Havoc form ALOT so you will end up getting your 666 kills just playing through the game. If you don't then use the method above to get the rest of your kills, you shouldn't need to do it much.
