Welcome to the first Dark Sun Player Knowledge video. This new series is intended to give the players in a Dark Sun campaign the knowledge their characters would most likely have about the world of Athas having lived there all their lives. There will be no DM secret lore here, so you don’t have to worry about this video spoiling your fun discovering hidden arcana through adventure. Today’s video is about the City-State of Balic
Balic is a city located at the tip of the peninsula that splits the Estuary of the Forked Tongue. To keep its citizens from dying of the gray death every time theirs a windy day, the local wind priests have created a system of horns that blow the airborne silt back away from the city’s walls. When these horns are active, they harmonize with one another. Because of this Silt sailors have dubbed Balic the Singing City
Balic’s culture and architecture are loosely Greco Roman themed with a lot of fantasy mixed in.
Balic is ruled by Andropinis, an immortal Sorcerer King. He rules from his columned palace, the Megaleneon. He was elected to the office of Dictator for Life of Balic over 700 years ago. He left out the fact he’s immortal during his election campaign. Depending on how closely your DM follows the Dark Sun metaplot, Andropinis may or may not rule Balic during the time of your game.
Unlike other city-states of the Tablelands, Templar’s of Balic are all elected to their offices. The voice of the people is heard, but the will of the Dictator will be done.
The Nobility of Balic are known as patricians. Like Nobles of other city-states, they are wealthy land owners, who produce many of the raw materials that are used in Balic or traded to other city-states. The heads of the 12 most influential Noble Families make up the Council of Patrician’s; a Senate like legislative body.
There are 3 trading houses that dominate commerce in the Singing City, House Wavir, House Tomblador, and House Rees. In the City’s main market, the Agora, they sell goods brought in from across the Tablelands. In turn these trading houses take Balic’s Olives, Wool, Tin, and Wheat to sell in Urik, Tyr, and Nibenay.
Other Facts of Note about Balic.
#1- It has a standing 10,000-man army, made up mostly of conscripts. Everyone in Balic serves in the military at least one month out of every ten.
#2- Staying with the theme of Balic’s military, it is the only city to have a navy. Its fleet of silt skimmers comprise several classes of vessel. There is a separate royal harbor on the western end of the city.
#3- Balics arena, The Criterion, has a movable floor made up of hexagonal marble slabs, and enormous stone sculptures that look like skimmer sails, that provide shade for the crowds that come to see the gladiators compete.
