This seems to be a hot topic right now so I figured I'd offer an explantion. Quite simply, there is no way known to get this armor normally in the game. As of now it requires hacking into your save file and adding the armor to your inventory. All you need to know is the hex code for each piece.
Why is it in the game but not accessible? Probably because it had to do with a quest that was removed before the game was released and so it never made it in. This is not a new phenomenom, it's happens in a lot of games where there are items/locations that are not physically in the game but the data is still there to be discovered.
Please don't ask how to hack into your save file or for me to dupe you these items. There is enough modders already out there and promoting more is not my intent. I'm simply showing what it seems a lot of people are interested in seeing and letting you know that there is no "proper" way to get these armors as of yet. Perhaps in the Prepare to Die PC edition they will become available by legit means.
