So how do you turn this objectively mediocre spell into a deadly PVP trap? It's all about stacking up damage multipliers.
First, perform the Sage Crystal's Staff skill in one hand and then cast the spell with whatever catalyst gives the highest damage in the other, in this case the Izalith Staff. Our rings consist of the two sorcery boosting dragon rings, the Dark Clutch Ring for a minor increase in dark damage (I haven't tested this one though) and the Red Tearstone Ring, which will boost our damage at low HP. Normally you'd only be able to wild one Morion Blade to also boost damage at low HP, but in this case you can use another one for even more damage. At SL100 (60 int & 46 fth), it does enough damage to kill most hosts and virtually all non-embered phantoms.
