Rules Committee Meeting July 7, 2025
Every councilmember was present. So was Mayor Daniel Biss. Something went down and it’s worth your time.
Let’s start here:
One thing I will say about Daniel Biss - he’s sharp. Strategic. Always thinking 10 moves ahead. And eventually, if we’re not paying attention, it’s not just on him…it’s on us.
In this clip, Councilmember Shawn Iles suddenly decides that his role at Interfaith might be a conflict of interest…for the Social Services Committee.
The timing? Interesting. Because just recently, Councilmember Clare Kelly questioned why Iles didn’t recuse himself from voting to appoint a reverend from Grace Lutheran Church to the Land Use Commission - right in time to push forward the Envision Evanston plan.
There’s reportedly documented support and connections between Grace Lutheran and Interfaith. But instead of stepping back then - Iles voted. And the appointment passed.
Corporation Counsel Alex Ruggie? Silent.
Mayor Biss? Got what he needed.
Now suddenly, Iles is stepping off Social Services. Why now?
And let’s talk committees because that’s where real decisions get made.
Iles was given seats on two key ones:
🟣 Planning & Development
🟣 AP&W (Administration & Public Works)
They even expanded those committees to make room for him.
Why? What’s coming down the pipeline that Biss needs Iles positioned right there?
This isn’t just random reshuffling. This is chess.
And this might be one of the rare moments where the strategy is showing.
But if we’re not watching, if we’re not paying attention, then we’re just handing them the board.
